CMS has just posted Chapters 2 and 4, along with Appendix C, of the MDS 3.0 RAI Manual to complete the document.

NASL has a workgroup reviewing the files and will provide more details later, but in the meantime, we wanted to distribute access to the full text of the RAI Manual so you can begin your own review it as soon as possible.
