CMS' direction for collecting, analyzing and using "PUF" Data


Earlier this year, the Centers for Medicare & Medicaid Services (CMS) released its second annual Skilled Nursing Facility Utilization and Payment Public Use Files (SNF PUF) with data for calendar year 2014. The SNF PUF data includes information for more than 15,000 SNFs including fee-for-service information on utilization, payment (allowed amount, Medicare payment and standard payment), submitted charges and beneficiary demographic and chronic condition indicators, Resource Utilization Groups (RUGs) and state of service. The data covers 2.5 million stays, roughly 2 million beneficiaries and more than $27 billion in Medicare payments in 2014. Data on 2013 was previously released. Specific provider-level data was released on two categories of RUGs including the Ultra-High Rehab RUG and the Very-High Rehab RUG. This is a continuation of a spotlight that CMS has put on the provision of therapy.

In addition, they will cover related issues from the SNF Prospective Payment System (PPS) Notice of Proposed Rule Making for FY2018 that we anticipate CMS will release by the date of the webinar. Both presenters have extensive expertise working inside CMS and on Capitol Hill, and are skilled interpreters of the direction that CMS is taking with its data analysis and policies.    


About the Presenters
Misha Segal has more than 15 years of healthcare policy, finance and data analytics experience working in the federal government, with research institutions and in the finance industry. Before joining the Berkeley Research Group, he spent seven years at the Centers for Medicare & Medicaid Services (CMS), where he served as Director of the Policy and Data Analytics Group. While at CMS, Mr. Segal supported a broad range of initiatives, including alternative payment models, reimbursement issues, episodes of care and geographic variation for the traditional Medicare program; Medicare Advantage and Medicare Part D policy, risk adjustment and spending issues; data and financial issues for the public exchanges; and general support to senior leadership on areas where the capital markets and CMS policies intersected. Prior to joining CMS, Mr. Segal worked in finance for Bank of America and a boutique private equity firm. His work included market and policy research, due diligence, financial modeling and deal origination. He also spent several years as a healthcare policy analyst at the Urban Institute, and as a freelance consultant.
 
John Kelliher has nearly 20 years of healthcare policy experience, including in the government and transaction consulting. Most recently, he worked as a senior managing director at the Marwood Group, where he had oversight for the government regulatory and reimbursement component of the firm's transactional diligence/ advisory practice. After leaving government service, Mr. Kelliher spent several years at the lobbying firm of Timmons & Co., where he represented several healthcare companies. In this role, he advocated for firms across the healthcare sector, including pharmaceuticals, devices, payers and a variety of providers. Mr. Kelliher also spent nine years as a Congressional staffer, including four years as Chief Counsel of the Committee on Ways & Means of the U.S. House of Representatives. In that role, he was the senior staffer to the Committee with oversight of the Medicare program and involved in all legislation produced by the Committee. During Mr. Kelliher's tenure, he participated in the drafting and enactment of the Medicare prescription drug benefit. He also was involved with the drafting and enactment of major tax legislation.
 
The Berkeley Research Group has a long history of providing services related to Medicare and state Medicaid programs, including payment system design, reimbursement analytics and rate development, and program evaluation.
