Robert G. Kramer, Founder and Strategic Advisor,
National Investment Center for Seniors Housing & Care (NIC)
Mr. Kramer is founder and strategic advisor to NIC, a non-profit education and resource center that serves debt and equity investors interested in the seniors housing and care industry. NIC is the leading provider of research as well as business and financial performance data on this sector for capital providers. NIC’s focus is to enable access and choice in seniors housing and care by providing data, analytics and connections that bring together investors and care providers. Mr. Kramer, a frequent writer and speaker on trends in seniors housing and long-term care, directed NIC from its inception in 1991 until July, 2017. A former county government official and Maryland state legislator, Mr. Kramer was a leader on health and environmental issues while representing the state capital of Annapolis in the 1980s.

Hear directly from the National Coordinator for Health IT Don Rucker, MD about how HHS is working through ONC to facilitate patient access to their health information and leverage health IT to improve population health. We’ll also hear how emerging standards and technology are driving innovation and quality improvement and how ONC views LTPAC’s role in the nation’s health IT landscape.

Don Rucker, M.D., National Coordinator for Health Information Technology, Office of the National Coordinator for Health Information Technology (ONC), US Department of Health and Human Services (HHS)
Dr. Don Rucker, the National Coordinator for Health Information Technology, comes to the Office of the National Coordinator for Health IT (ONC) from the Ohio State University where he was Clinical Professor of Emergency Medicine and Biomedical Informatics and Premise Health, a worksite clinic provider, where he served as Chief Medical Officer.

Dr. Rucker started his informatics career at Datamedic Corporation, where he co-developed the world's first Microsoft Windows based electronic medical record. He then served as Chief Medical Officer at Siemens Healthcare USA.  Dr. Rucker led the team that designed the computerized provider order entry workflow that, as installed at Cincinnati Children's Hospital, won the 2003 HIMSS Nicholas Davies Award for the best hospital computer system in the US. Dr. Rucker has served terms on the Board of Commissioners of the Certification Commission for Healthcare Information Technology and Medicare's Evidence Development and Coverage Advisory Committee (MEDCAC) and has extensive policy experience representing healthcare innovations before Congress, MedPAC and HHS.

IQIES – CMS’ New Platform for Quality Improvement Reporting

Be the first to hear from CMS about plans to completely overhaul the current Quality Improvement & Evaluation System (QIES) and Automated Survey Processing Environment (ASPEN) systems used for data submission and reporting. CMS is taking a User Centered Design (UCD) approach in creating this new platform and NASL is getting a chance to weigh in first on what works.

Ted Prettyman, Director, Sims Strategies

Ted Prettyman is best known for his knowledge of Congress and health policy. He works with clients to meet their lobbying, strategy, and analytical needs. Most recently, Ted served as coordinator of a lobbying firm’s research and analysis needs for clients. He crafted detailed analysis of political and policy issues in formats easily consumed by both main street and the board room. He also worked on regulatory issues and drafted communications for advocacy, legislative, and regulatory endeavors.

 

In his time in the Senate, Ted worked for United States Senator Tom Carper (D-DE) in his Washington and Delaware offices. While on Capitol Hill, Ted worked as a Legislative Correspondent, handling matters related to health, including the Affordable Care Act, Medicare, and Medicaid.

The Next Phase for the IMPACT Act:  Standardized Assessment Data
Find out about efforts to develop, implement and maintain standardized Post-Acute Care (PAC) patient assessment data, including results from pilot tests and national field test. 

Tara McMullen, PhD, MPH, Health Analyst for the Division of Chronic and Post-Acute Care, CMS
As a Cross Setting Health Analyst for the Division of Chronic & Post Acute Care, Tara McMullen is the technical lead for work focused on standardizing post-acute care assessment data and quality measures as mandated by the Improving Medicare Post-Acute Care Transformation (IMPACT) Act of 2014. The IMPACT Act requires the implementation of quality measures and assessment data that are standardized across the four post-acute care settings.  As the CMS technical lead for post-acute care quality measurement development, Tara directs all contractor activities associated in the development of setting specific health care measures for the Nursing Home Quality Initiative, the Hospice Quality Reporting Program, the Home Health Quality Reporting Program, the IRF Quality Reporting Program, the SNF Quality Reporting Program, and the LTCH Quality Reporting Program.

Legislative and Regulatory Update

Cynthia Morton, MPA, Executive Vice President, NASL
Cynthia Morton is a national expert on Medicaid, Medicare and other public policy affecting the long term and post-acute care sector. She joined NASL in 2010 as its Executive Vice President, where she advocates for her members’ interests.  Prior to joining NASL, Cynthia served as the Vice President for Political Affairs for the American Health Care Association/National Center for Assisted Living (AHCA/NCAL). In over ten years with AHCA/NCAL, she represented the long term care profession before Congress, the Washington health care community, and the media. She also was responsible for increasing Members’ of Congress knowledge of and relationships with those in the long term care profession. In previous positions, she has developed policy and positions primarily on Medicaid and related long term care issues such as provider tax, Intergovernmental Transfers, dual eligibles, ICF/MR and developmental disability issues, Medicaid block grants, waivers and reform.


Michaela Sims, JD, President, Sims Strategies
Michaela Sims is known for her keen insight and ability to use plain English when explaining complicated matters to clients. For over twenty years, in both the public and private sectors, she has developed and implemented successful strategies that achieve desired policy and political results. Though she has worked in numerous policy areas, Michaela’s main area of expertise is working on health and tax policies overseen by the powerful Senate Finance and Health, Education, Labor and Pensions (HELP) Committees, and related federal agencies. Named one of The Hill’s Top Lobbyists in 2016, Sims has provided critical insight and strategic advice during the development, implementation, and now the dismantling of the Affordable Care Act to many health care industry clients, including hospitals, physicians, long-term care providers, and pharmaceutical and insurance companies. On tax policy, she has successfully driven strategies to protect the business and individual interests of clients in the adoption, aviation, real estate, and soda industries.
